Dili solid waste management
As Deputy Head — and later Interim Head — of the Project Management Unit (PMU) for the Dili Solid Waste Management PPP, I oversaw one of Timor-Leste’s largest municipal service projects. My responsibilities included contractor performance oversight, vendor coordination, operational planning, community engagement, and risk management.
This project strengthened service reliability, introduced clearer accountability mechanisms, and improved public reporting systems — ultimately supporting a cleaner, more efficient waste management service for the people of Dili.

Skills & expertise
My expertise includes project planning, contract and vendor management, risk assessment, stakeholder coordination, and operational monitoring. I have extensive experience in Public–Private Partnerships (PPP), managing cross-cultural teams, problem-solving, decision-making, and delivering projects in complex public-sector environments. I am committed to delivering quality results for communities and ensuring sustainable development.

Overcoming challenges
PPP work often takes place in high-pressure environments. During periods of contractor underperformance and strong public expectations, I learned the importance of early risk detection, honest reporting, and building alignment across multiple stakeholders.
These challenges strengthened my ability to lead with clarity, communicate transparently, and maintain momentum even when project conditions change quickly. This adaptability now shapes my approach to every project I manage.

World Food Programme (WFP) - Emergency Logistics & Community Support (Short-term collaboration)
My early professional experience includes supporting community-level logistics and humanitarian operations with the World Food Programme in Timor-Leste. I contributed to food distribution coordination, field monitoring, and engagement with vulnerable communities in rural areas.
This role strengthened my ability to work under pressure, adapt to challenging field environments, and communicate effectively with diverse groups — foundations that continue to shape my approach to public-sector development and people-focused leadership today.
